How To Guides Website - Programmer Needed - Design and Coding

Fanatical Networks is looking to launch a new How To Guides website. We need someone who can give the site a Web 2.0 Look and Feel.

Basically the site will be focusing on answering questions in the form of a How-To-Guide in 5 Steps or less. The answer form should only show "Step 1" and when the user hits "Add Another Step" then "Step 2" appears until they hit Submit.

Users create accounts and then choose a category to post their questions in. For example "Computers, Automobiles, Personal Finance. Etc. The admin area should have a section for creating Categories that will show on the front page "Look at ehow.com" while "Sub categories under the main categories should only show when a user clicks over to a category page. For example. "Computers" may have "PC, Mac, Software, Hardware, etc"

Any user can answer any question posted on the site as long as they are logged in.

Once A question is asked it remains open for answering for 30 days. After 30 days voting begins for another 30 days, (During the initial 30 days users can see answers but can not vote).

Voting will be a simple 1-5 stars system. The answer with the highest rating after the 30 day voting period will stay on the site as the "Best Answer"

The answers submitted should all be set out in such a manner as they are easy to browse through and the voting should also be allowed by non-logged in users, but should be restricted to one vote per question per IP address.

Here's the kicker. Once a user has won the "Best Answer" category we need a way to track all of the page views their how-to-guides get on a daily/weekly/monthly/yearly level. We also want them to be able to log in and see that information. We want it only to show unique visitors based on IP addresses. We will be giving out large prizes to users with the most page views and we need to be able to look at a certain day/week/month and entire year to determine who wins what prizes.

Our budget is pretty open. PM us with your thoughts on how to do the site, any changes you would suggest, etc. We will be picking a programmer within 3 weeks.

    Here's a step by step

    1. User Visits Site
    2. User Asks A Question in a specific sub category after they choose the main category.
    3. Users answer the question in 5 ore less steps.
    4. After 30 Days of question being asked and answers being given the question is closed to more questions
    5. Voting Begins. Users rank 1-5 stars (Ranking based on IP Address or logged in user state). After 30 days highest rated answer remains and the others are deleted automatically. The "Best Anwer" stays forever (Admin should be able to edit answer, no one else can edit it after it is chosen as best answer).
    6. System provides pageview reports to users logged into their account area for each guide they have "won best answer for" and the Admin area also can see total pageviews of articles based on day/week/month/year or specified times.

We are also open for suggestions from programmers and designers.
