They really do not make it clear on a few KEY points in the article. For example the article says:

Google appears to ban link exchanges in general, saying it does not allow "excessive link exchanging"

However if you read Googles Guidelines, what it actually says is:

"Excessive reciprocal links or excessive link exchanging ("Link to me and I'll link to you.")"

Google clearly says excessive RECIPROCAL exchanging could get you a penalty, where as the CNN article misquotes them to imply its ALL linking.

I would say anything done "excessive" will in some way harm you, reciprocal links only, directory links only, do-follow blog comments only can harm you. there is nothing wrong in exchanging links to a relevant site. thing is to mix it up a bit, have a bit of everthing.

It's true that reciprocal links have limited power compared to what they once had. That does not mean they are completely worthless. This is not a boolean question. In today's algorithm there are all kinds of shades between yes and no.

I do organize link exchange network, about 60+ blog link exchange with each other...

once of my friend blog, get from PR3 to PR5 easily... the rest member does not give any feedback... I not sure their result.

so, as per my experience, link exchange is works. For those who said cannot, please proof it before you said cannot.
