Looking for techie for regular SEO, Minisite and Misc jobs

So I'm looking for someone reliable to do SEO, webmaster jobs, Minisite creation, uploading articles and more. I have to stretch the reliable because I dont want to work together for 3 weeks and have to train someone else all over again.

It will be around 10 hours a week, I dont expect to pay more then 5USD an hour (but PM/reply to thread a quote per hour). You should be Native English, aditionally Spanish or other languages would be a plus.
