Wordpress fatal error - need help with error msg

    One of my blogs is kicking out this line of code when I go to the homepage

    Fatal error: Cannot redeclare wp_unregister_globals() (previously declared in /home/carblog/public_html/wp-settings.php:29) in /home/carblog/public_html/wp-settings.php on line 28

    I think it could be a cookie/session issue because if I refresh the page loads fine

    Any ideas?

    As said it seems a function is bieng declared twie thats why u are facing the issue paste the code of the file hee
