I am not convinced that such steps as mentioned in that guide would in no way violate the policies and terms of paypal. Does it not defeat the purpose of account verification by account holder himself ? Also, its easier to get CC for <20$ atleast in India (Rs750/- annual fee and Rs530/- addon card fee if needed) so once you get one, you may activate options whereby every time a purchase over a certain vlaue is made, it is confirmed from you and also don't get limit raised. Whats the big deal?

For those who have no self-control, take a look at debit cards. Spend what you have. You can also verify paypal with a debit card as they operate like credit cards, except that you must have funds in your account to use it.

i think the guide is about the people having paypal but with sending / withdrawal limitations . but having one more option to pay can come handy to him .
