Even though Zaraki has Bankai, he will still not be the strongest. Zaraki lacks shunpo and has a major disadvantage in Kidou. You know how he hates Kidou. He also puts himself in a disadvantage in a fight that is also his weak point sometimes.

all-rounder fighter's aren't the only ones who are stronger
zaraki was strong enough to defeat espada 5th with just his shikai, but that was because he and nnoitara were of the same type. imagine him trying to fight grimmmjow

Well yes, it all depends but if you're going to generalize them all, Zaraki would only be somewhere near the top, but not the top itself. Remember when Ichigo defeated a no-eyepatch sucking reiatsu Kenpachi with only his Shikai Zangetsu? Zaraki is purely made of raw power and defence but that's just it. The only problem with Tite Kubo is partners up matches with only characters with the same specialties like you have just exampled with Zaraki and Nnoitra. Mayuri and Grantz both scientists and geniuses. It would be nice to see Zaraki fighting a kidou based enemy.
