if she uses the same postal address or same sites or same IP, there is a good chance she will get banned too.

I believe Google will not accept the new application or simply ban it later when the first payment is ready. Applying from a different IP address is good, but will she log in from your same IP address that you got ban? The postal address might be a problem. I suggest another postal address. She might consider using a PO box.

IP will not be a big problem if you use Dynamic IP.
Also ask them to register with Adsence using the house adress with some variations..
For ex, use "No 47" instead of "D.No.47"!

We have a lot of customers who use uniqlicks to protect their second account after the first one got disabled.

Yeah, the best option is to register using two different IP or computer. And don't ever to let your friend click your ads again on your computer. ;)

I think that you should not use IP to access the website again? and also should not use the computer that a kick does not adsense is banned there!

I would be really careful with this. This kind discussion often comes back at DP and a previous thread someone mentioned that Google checks for duplicated accounts. It might work, but it sounds logical that Google will check for duplicate accounts. Most of people would be tempted to reapply using different tricks.

Contact Google adsense guys and let them know your story, if they feel your case is genuine then they would definitely help you.
