It is for a domain that is inherently valuable. i.e. one that 'anyone' would buy for a solid reason. Names such as 2 character .coms, LLL.coms and well known one or two words .coms with meaning. Affluent resellers will see these and will make offers. The chances of a reseller seeing these names and actualy being interested specifically in them is incredibly remote.
