your ads are already well optimized.I dont think ad placements are wrong.Since its wallpaper site the only way to raise earnings is raise the traffic either organically or through bookmarks.
Targeted traffic is money. Greater the traffic, higher will be the income. Try refreshing contents and build more BL and pull in traffic. You will laugh all the way to bank
I am not sure but I think that your Niche is low paying. Anyway, getting more and more targeted traffic will help you earn more money. Also, try different ad units in different ad placements and see which combination gives you the best CTR. Increasing CTR will increase your earnings.
wallpaper sites are low paying. other than that, more traffic = more clicks = more money. so focus on improving your search engine ranking for targeted terms which will bring you more visitors
Well, If talking about ad placements all were seems good and optimized already. But in niche this is a low paying niche. You have to get a lot of traffic to earned normal in this kind of niche.

I thing you don't optimize your images, in your images there is no alternate text. Google read from left top to right bottom, I see in your website in left top are your navigation, maybe there is no keyword for adsense. You can try to use adsense targetting http://slayo.com/how-to-make-adsense-ads-relevant-with-the-content-or-post.html and other 1000 UV not enough to make good adsense profit. You must increase your traffic.
wallpaper is one of the lowest pay niche. Cant expect high CPC, you can only focus on generating more traffic or try to improve your CTR
