    To answer for imteaz as I am running my own arcade game sites. Generally, the developers of the games would freely distribute their games so it is free to include in your game site as long as you host it and not modify it.

    The games usually contains advertisement and copyrights of the developer. That's basically how SWF Games are generally distributed. So you do not need to worry about licensing here as long as if you claim they are yours.
