Depends on what you outsource, if it's IT, India is way to go, just have to make sure the outsourcees are qualified and have experience. If it's writing, it would outsource to Philippines, I haven't tried but my friends have got great experience with them.
If it is a company and they have been around for a while it should not be hard to find a review of their work. Perhaps do a google search for "india company + review"
I have been wondering is outsourcing is good as well. We have a collection of 10 sites that provide resources to internet marketing and really need to push traffic to them. We had looked at an india based company and decided to go with forums because you can usually get people that are more specialized in their area of expertise. Most companies outsource basically because of three reasons 1.Cost effectiveness 2.Specialization of the work 3.Time gained could be used to concentrate on growing the business. There are good and bad apples everywhere and in every country. Its about choosing the right company when you outsource to work with and whether both the parties involved get the trust factor going.
The problem most people have is they think they can hire someone in India or whatever. Tell them to "get me higher in the search engines" and do nothing else. This will rarely work, you have to know how to do the work yourself first. If you can't get yourself higher in search engines then how can you manage someone to do it for you? I dont agree, if i can do it myself or i have enough time, then i wouldnt outsource. On the other hand, the supplier/service provider can say no if the offer is not make sense or the price is not acceptable
That's the key though. If you have time you should spend it doing what benefits you or the company the most. I have 3 jobs to get done this week. 1. website design for a new site. 2. link building for a current site. 3. research new markets and niches. Yes, I could break my back and get all 3 done this week spending 80 hrs to get it done. On the other hand I can outsource 1 and 2 for pennies on the dollar, do 3 myself and triple my productivity.
