    Try to network your forum with other similar niche web sites/forums and in the process get good back links from these sites having a better PR than yours. The PR juice form such sites will flow to your site, uplifting your site in the PR as well.

    Do make sure that these sites offer do-follow backlinks, otherwise the whole effort would be of no use!
