There are no "best" ways, you have to try all means available:
1. Directories
2. Articles sites
3. forum posts
4. blog comments
5. social bookmarks & networks
6. link exchange
7. paid links

Generally speaking, link buidling is the most difficult and time consuming part of seo, but it's a must.
