You may build quality backlinks and get more exposure manually and patiently. Just do the hardwork without too much cost through forums and blogs, article submission, social bookmarking, etc.

 

If you are looking to build links. I got a few links this way and they are quality links email webmaster's that has related niche like yours ask to exchange links. The worst they can say is no. I got 3 quality links from page 2 sites the following week my site became a page 2 ranking as well. I still got about 5 emails I am waiting for.

 

Buying links is dangerous if you don't know what you're doing/buying it from a bad network/company. It's risky because once Google discovers the network, every link bought in that entire network will get penalized. There are many better ways of getting backlinks than buying them.

 

Quality links are the best bet. There is no way around that. Just work hard, stay active in forums and commenting and network with other bloggers in the same niche. Trying to blackhat your way to a new pagerank always gets yourself in trouble.

 

if you want mil links then you must be ready to spend millions also.
