Can you set up your account to stop a certain IP address from clicking on your ads and having them record it in order to stop a person from trying to sabotage your site/account?

Don't let them browse your site! You can use an .htaccess IP deny, or you can just add the IP to a firewall. If they're out to sabotage your site, they shouldn't be browsing it in the first place :)

I'm unsure if you can do it, though you can ban access of any IP by editing your .htaccess file
