    A Europen host is your best bet, but you can be shut down anywhere you host now if you become that big of a problem.

    Yea offshore is your best bet. US has too many policies and law that can get you in trouble.

    Try finding someone with a dedicated server in china, and he will give you a good price to host off of him.
