Can you tell what exactly for what is the penalty. what i can suggest is utilise quality link building. Even blogging even help you to get out of it.
If you're trying to avoid a Google penalty, read this is from Google's site guidelines:

1)Avoid hidden text or hidden links or images.
    2) Don't employ cloaking or sneaky redirects.
    3) Do not send automated queries to Google.
    4) Do not load pages with irrelevant words.
5)Don't create multiple pages, subdomains, or domains with substantially duplicate content.
6)Avoid "doorway" pages created just for search engines, or other "cookie cutter" approaches such as affiliate programs with little or no original content.
    this may help you.......

Go through Google Webmasters guidelines and check that your website complies with it. Then put in a reconsideration request and keep your fingers crossed. That's all you can do. There is no guarantee it will help though.

‘Doorway pages’ are usually just blogs or informational websites such as an “AdSense Farm” site. However, its main purpose, whether it displays Ads on it or not, is just to exist as an on-topic link to the owner’s primary website!:)

What exactly makes you think you are under a penalty? Did you get a message in Webmaster Tools from Google to that effect?

Give us your URL so that perhaps we can help.

    to check it

type (site:url) in google search if any pages shown it mean you are lucky. If none of pages found means de-index.(penalty)

Google may deindex your site and you may loose all your rankings if you are penalized by google.

There is no one way to know whether your site is penalized... other than if Google is nice enough to leave you a message in your WMT that you have been penalized. But frequently they impose silent penalties and don't notify you. These are much harder to detect.

Simply searching for site:yourURL and not getting a result (deindexed) does NOT mean you've been penalized... You could get deindexed for MANY reasons.
-Perhaps you accidently disallowed bots in your robots.txt.
-Perhaps you accidently placed a <meta name="robots" content="noindex"> element in the page's HTML.
-Perhaps Google got bored with your page because no one ever linked to it or because when it did get impressions in the SERPs no one ever clicked on it.
-Perhaps Google was running out of space in their index and was purging the 10,000,000th least recently used URLs from their index

Who knows? You cannot simply draw the conclusion that, "I got deindexed therefore I am in a penalty." any more than you can draw the conclusion that, "I used to rank on page 1 for keyword phrase X and now I'm on page 10 but haven't changed anything therefore I am in a penalty or sandbox." This is just not true.

But as I said previously, without your URL the responses you are getting to the post are all nothing but conjecture... guesses, not even educated guesses... because none of them are based on fact.

You should first be trying to determine whether or not you ARE under a penalty? If you are THEN try to determine how to fix it. What evidence do you have that you are under a penalty?

well then i think the best way is to follow all the guidelies that google has set exactly and then again submit your site to google (if you are deindexed for any reason that you do not know) and wait for the some days to see the results.
I think after following this and submitting your two to three times to google, even if you do not get indexed again, you can sense some penality for sure.

was it a duplicate content? did u update it recently?
if it wasn't duplicate and if you haven't change ur content and keyword density in it then check whether you have lost some good backlinks or their anchor text has been changed....if everything is as fine as b4 then u might hav been penalized for excessive low quality link building or excessive cross linking in your network of sites...in both the cases best way to get rid is gaining few relevant and quality backlinks from credible sources...also social boookmarking links may come handy...best luck:)
