I think Zend Studio is the best PHP IDE. If you code PHP by Zend Framework, you need use it.

PDT 2.0 (eclipse with pdt 2, from zend also) is very very good - failing that zend studio - but really get used to eclipse as it has many more uses and it's the best

Notepad++ and Zend PDT are the best choices ( though, notepad is one of the fastest editors ).

Nothing good as far as debugging and code organization goes. However, the built-in FTP, synchronization, and check-in/out features make it the most efficient IMO. I can develop so much faster in DW than Eclipse.

Zend, and Eclipse are really lacking in the FTP / Synchronization area. Dreamweaver isn't cheap, but I definitely prefer it based on the FTP functionality.
