Guys, I added to many links for my new domain. I guess I got penalized by Google. What should I do? Register new domain and move everything there?

How do you know you got penalized by google? google de-indexed your site? what kind of baclink do you build? Comment spam? Well, you have to describe more detail for your case, don't just judging by your side.
What is the benefit if you register a new domain compare with analyze your current domain?

My SERP results were much higher than they are now. I guess I added too many links in a short period of time. I don't want to register new domain, but if my actions made this domain unusable, then I will need to register new one. I am asking, whether I can do smth with this domain to improve the situation.

How old is your site? How long has it been since it was first indexed? When did you notice the drop? It's not likely that adding outbound links has caused a problem unless you linked to a "bad neighborhood" site and didn't nofollow the link. It's not likely that adding inbound links has caused a problem unless you did something shady and got caught like buying links or submitting your site to 10,000 directories in a very short period of time.

If you want 'real' help instead of worthless wild guesses then provide the URL for your site so people can take a look.

Usually google penalized to the links, I means if you build too many links in short period of time, google will "sandboxed" your links not your site, so you waste your effort to build links.

Unfortunately, I can not provide site URL.
My links were coming from article directories (ezine, articledashboard, etc), one PR 8 link from .edu domain, and numerous links from forum signatures. The site was indexed 17 days ago.
My site appeared on the second page for certain keyword and I noticed that it jumped to 9th page in one day and stayed there.

It's likely not a problem at all then... This is absolutely normal.

Google will usually show newly indexed pages/sites in page 1 or 2 of the SERPs for a few days, sometimes even a few weeks after being indexed for the first time. People sometimes call it the Google Honeymoon.

There are all kinds of theories about 'why' they do it. Some say they need some initial values for their ranking algorithm that can only be gathered if the URL is seen in the SERPs like click-thru-rate for example... If, for example, they DO use click-thru-rate for organic rankings, it would be hard to measure if your URL only showed up on page 50 of the SERPs. No one will ever search back that far to see it. Others say it's to get late breaking news or fads to the top of the SERPs.

Regardless of why they show new URLs at or near the top of the SERPs, the fact remains that after a few days or weeks the URL will seem to disappear from the SERPs. But usually what has happened is that it has fallen way back into the SERPs where it naturally ranks... where it should have been ranking all along. The honeymoon is over at this point.

Now you have to begin building backlinks to the page and actually competing with other sites for that particular keyword phrase. Just continue to build links and you should see the page's rankings start to rise.

In my opinion link building is a slow process if you make too many links in short time google guys penalize. my friend did the same so he didnt got his PR but i got mine I did it slowly and steadily for 1-2months. :)

This is common for new sites and doesn't necessarily mean you are penalized. Initially you get a new site boost in the serps and then lose the rankings until you have proved yourself with G. Is your site still indexed?

Sure, it is indexed, but it's somewhere on 19th or 20th page

What were you expecting for such a new site? You need patience with Google my friend. You have nothing to worry about just keep working on the site.

I would simply wait it out and focus on building more content. Just don't go on a linking spree for a while, or if you do try to get more links, get a few from very reputable sites only, no spammy territories like cheap directories or article sites.
