You are allowed to have one personal and one business account, no more than 2 total. If you need to downgrade, login to your account, and go to the help section. Search for downgrade account. You have to fill out a request form, and it normally takes a few days to downgrade.
paypal allows 2 accounts per person... there is no need to upgrade ur account.. Just create a new personal account.. Jaychou
Actually OP want to downgrade his paypal account from business to personal not upgrade. @OP - Just open another paypal personal account using your name and address as paypal allowed 1 personal and 1 premier/business account per person. DON.
I agree with the suggestion... Since paypal allows creation of two paypal accounts for an individual, there is no need for OP to downgrade his existing PP business account, but instead, open a fresh/new personal account....keeping the business account, idle for the time being. Regards, RightMan
I have also mailed Paypal in order to make my account Personal. I have a Premier account and downgrading it to Personal. Letz see how much time they take. Already 7 hours gone.

What are you the differences of business and personal accounts? I know a trick for business account that you can pay to someone with just 1 cent as PayPal transfer fee.
You will open two accounts in PAYPAL. Try to open Personal Account in addition to Business Account in Paypal. Keep as it is Business Account.
You can upgrade the account yourself by logging in to your PayPal. However, for downgrading, you need to contact PayPal.
