the only acceptable way to create websites is by hand-coding. The reasons there aren't a million tools out there, and the reason no professional uses them is they're actually harder to use and do what you want than just sitting down and writing the code. HTML was designed by people FOR people, and it's one case where machines just don't write it well. w3schools.com is the best place the learn the basics, and nettuts.com is a great place to expand that knowledge later. You don't need any fancy programs, just a web browser and a syntax-highlighting code editor, Eclipse, Aptana, jEdit, Notepad++, Smultron will all work, and are all free. Yes that was well said. Plus designing your own websites will give you greater flexibility and also give you a new a new skill to an already expanding skill set.
