Is killing innocent civilians or athletes a jihad? That is really something new to me. Maybe they can just classify everyone as a jihad and that will save them a lot of work. Bank robbers, a jihad to get more money. Drug dealers, a jihad to make everyone happy........ IMHO, they wont even need a police in the first place.
