diagree. you can get a high pr link from there only if your new or article is on the first page. there is a very small chance that this will work for you, because your article can be moved from first page and you just get another useless link. I guess there are no basics. The main things are content and bright title. But I guess for social bookmarking title is even more important than content. If you have a poor content but still want to get some traffic, focus on title. arouse interest in people, make them click on your title. If you have bright, loud title it's 90% of success, but only if you have interesting content. If not - you will get a lot of minuses and no one will read your stuff in future.
Participate in groups, polls, commenting top users. This may help you to be visible. Top users are real goldmine of traffic, especially on such bookmarks like digg, reddit etc. That's what we can call basics I guess.
