Unless youre the guy who built the crawlbot, noone will ever really know, but I believe backlinks are given less priority to new fresh material as excessive backlinks are now the new thing to abuse by blackhats. Though both of them are important, if I were to choose between the two, I would select link building. Building quality links using seo-friendly methods (ex: social bookmarking) will boost your traffic.
I think that if I had to choose I would go with backlinks because it builds pr and also brings in traffic.
Fresh content since content is the king. Eventhrough you not doing link building but your content is superb, then others will put your link on their site
I always preferred quality and unique content. If your site has more quality content then you will get more backlinks and visitors automatically.
For me, both are really important. I'll choose link building over updating your blog frequently. (you can update it twice a week.)

Everybody thinking about artificial back links but if your site has quality content then your site will get natural back links. Google always prefers artificial back links than natural back inks
If the content of your site is already made relevant then link building should be chosen between fresh content and link building. If not so, then you should go towards fresh content which must be relevant.
More and more people are paying for links, and Google seems to be trying to root those players out. Fresh content helps you show up in search, so I consider it the #1 priority.
