not sure yet but would likely be looking at something hopefully under the 20-25 per month mark if possible.

 

you should look at www.webhostingtalk.com - they are more focused on web hosting and you are less likely to get scammed there than here where a lot of hosts just come and try to get short term profit

unmanaged vps hosting is cheap however its a lot of trouble for inexperienced users.

Usually the third world countries are considered as offshore. I am also not sure about him.
