if you have your own self-hosted website it's possible to do anything, but if you're using a service hosted by others, especially something like Blogger, now only is it likely already supported by advertising and not allow you to add more, but you don't have the freedom to edit the code as you would need to in order to add popups. You used Blogger in the thread title yet not in the post - I'm afraid before anybody here is able to answer you you're going to have to be more specific about the type of website you're wanting to add the popups to.
