i don't think that there is any relationship sort of thing between the two...PR can't be manipulated but alexa rank is quite easy to manipulate. moreover, PR has several factors associated with it while the alexa rank is calculated merely by the traffic coming to the website
download alexa widget and ask all of your frineds to do the same. now whenever they will access your site while the widget is enabled, alexa will count the traffic and after few months you will see the drastic change. actually alexa counts the traffic coming from the systems using alexa widget
