If someone translate web sites from a different language to own language, to not show t google that you are copying text from other web sites could be a good idea, or google see it easily? for example if I copy content of web sites in fench and german language to english and I publish it on web site, google see it and penalize me for copied content or not?

No. Google will not penalize you. Even having same websites but in different languages do not amounts to duplicate content. You can do it without any problem
1. aren't you talking about content in terms of keywords if you are on an SEO forum? 2. aren't keywords lost when you translate the text? then what's it for?
you might have copyright issues with the owner of the text, but google shouldn't mind. if you translate it to your language then back to english again, you might have a problem - unless the translation software is REALLY REALLY good... the problem generally is that the 'near english' version you get back doesn't conform to the statistical norms for english, so it raises a flag. Google wants to avoid showing dupe content, sure, but it also wants to avoid showing gibberish. That's why the old 'markov' spam sites don't really work very well anymore.
