    I want to buy a file hosting company.
    Since I have a very low budget, it can be a new site that gets 0 traffic, has 0 page rank and 0 page rank. As long as it fully works flawlessly, I'll buy it.

    Thorugh some people might consider that as a low budget, I'm thinking much lower than $50.

    Even if it's just a working file host script w/o a domain, post here and I'll take it.

    lol since you have such a "low budget" why not just invest in a domain and hosting. Then search google for a free script and Abra-Ka-Dabra You have your very own file host! :D Then invest the rest in link building and promotion!
