Post articles on Digg.com and viral-market on social networks such as myspace and facebook.

Make sure you submit your video URLs to social bookmarking websites.

Social networking is a great place to start when you can't really afford regular Advertising.

find out about all the high traffic video sites and submit your videos to them with a link , and as said above social bookmarking sites could be useful too if you choose interesting titles

Yes but it depends on the quality of the content you're sharing with others.

Social Networking and Viral Marketing are perfect for these types of websites.

Goto facebook and twitter and build up your friendship base, then create groups targeting people interested in creating videos and video marketing.

Try traffic geyser as it submits your video to many sites which will result in increased traffic to your site and gives more exposure to your videos

Take it a step further than just uploading a video to YT. I use my increaser software to get it noticed, if its quality then it starts raking in the views.

Here is an example, I have an offbeat news blog. I take news bloopers and brand them then send 20-40k fake YT views to them. After that they take off like wildfire because they're funny and the visitors roll in.

That's an outstanding suggestion, but what exactly do you mean "Send 20-40K fake YT views to them"? Do you mean preset the number via database edit, or simply view the clips over and over again?

You can check the software in my sig, that's what I use. It cycles through proxies and fakes views.

How much time do you have to devote to promoting the site? While there are definitely places like Revver and Metacafe you can submit your videos to in addition to YouTube, you can also try some of these ideas:

-Comment on blogs/vlogs with similar content
-Guest post on a few blogs
-Share resources like articles, ebooks, or a video tip post on forums

There are a ton of ways to do it, just depends on how much time you want to spend promoting.

Good point... Most people who fail in promoting a video either just don't have enough time, or they're just lazy and expect instant results.
