    you answered your own question. Very well done. But PPC is not related to Google ranks. Also, focusing on only PR3 links will be bit wrong. better gain links without concerning PR.

    the ways to be on top is just rely on 2 things. Onpage-Optimization and Off-page Optimization. All of yours answer are the sub factors for these though

    web directory generaly works with dynamic generated pages based on templates.
    That means that you have to optimize this template files not the whole site (the program).

    Although the program (the smc, script or what else) have to be coded in an optimized logic.

    allways create a .xml file for google

    and sitemap , the rest will be based on your content and how google likes it.
