    I have to make a payment to someone in Philippines?

    He told me that Paypal is not available there.

    Is it true?

    (I think Paypal is now available in Philippines).

    Also,

    Is there any bank in Philippines which doesn't need a minimum balance of 5000 Pesos?

    (I have been told that all banks need a balance of 5000 for account opening).

    Paypal is very much available in the Philippines for quite sometime now so he is lying. Yes opening an ATM account in Psbank only cost 2000 pesos and you can withdraw your paypal funds to the ATM like what I have been doing for the past year.

    I guess he is not aware of Paypal....he isn't a webmaster...;).

    Is that 2000 a non-refundable charge or is it the amount that has to be deposited in the bank and can be withdrawn later?

    paypal is much available in the Philippines. I already withdrawn my paypal funds using Philippines banks.
    You can get verified on paypal by the use of Unionbank's EON card. No minimum deposit. just pay their annual fee.

    Paypal is already available in that country... they can already send and receive money and withdraw it to their accounts. Just advice that person to check the internet on how to verify his paypal account so you can finally transact with him.

    No. His choices are to get a visa credit card to any banks here and use it to verify his paypal. On the other hand, he can verify it using Unionbank's EON Card, a debit card (w/c I stated above). He'll have to pay for the annual fee of PHP350 and PHP150 for verification on paypal. No minimum deposit needed.

    It's a maintaining balance which can be withdrawn anytime, but if you fall below the maintaining balance for a month, you would be charged 200 pesos fo each month you dont maintain the 2000 pesos.
