That's about the broadest question I've ever seen asked on an IM forum. Maybe you should break it down into parts first. No one has the time to answer all those questions. Do some research and study. The answers are already out there if you search a little.
You should build a list without a doubt. Create a nice landing page with a give away to a free book you wrote or modified PLR content. Also include you are offering a newsletter that way people will stay subscribed because you have a 7-15 part series newsletter. Using your list is easy just do try to over sell. Maybe send and email once or twice a week offering advice and maybe stick a product you recommend that is related to your niche. Ever give away stuff too.
The short answer is: Yes ... start building a list. Blogs are boring if the creator/mgr of the blog makes it boring. Make yours creative and interesting with good content. As for how you use your lists, 1) Respect them. Send them information related to the topics they are interested in. 2) Respect them. Don't bombard them with nothing but ads. 3) Respect them. As you provide relevant content, you build your credibility. 4) Respect them. Include links to offers with your messages as you build your credibility.
