Is there a service which can get me a number that will redirect calls to a cell phone? So that I can have a business-based number but still have it just go to my cell phone?

If you install the paypall tool bar, it allows you to create secure credit cards, that come in handy when you dont have a credit card.

You can use skype to do that, not sure if its the most cost effective.
You get SkypeIN and then setup call forwarding through your SkypeOUT, it will also do voice mail.
Got a similar system.

There are a number of virtual PBXs. Some of the toll free numbers are MyChoiceVoice - Toll Free Numbers (Freedom Voice), Kall8, RingCentral. These will provide you with a lot of features - more than just forwarding the call though.

If you just need a regular number, you might contact the phone company of that area to see what they can offer you.
