Is automated text link exchange hurts?

I would like to start my own free link exchange network which is similar to DP Coop. What do you think, how safe is an automated link exchange today? Could it hurt the users search engine rankings in Google?

I would be glad if you guys could drop me suggestions, because I really want to satisfy my visitors and bring them real value.

you cannot control what you're linking to so it can really harm you.

    Could you explain why??

I could check every exchange site with bad-neighborhood.com and only allow safe websites, isn't that a solution for this?

Also I can create lets say 10 categories (like: health, sport, etc), so it would be quite relevant, don't you think?

you'll never have the ability to control fully. pages are too identical between all sites using these services.

I suggest you do your link exchanges manually. automating these things has done just bad to anyone I know used them.

Then it should be semi-automatic. There are tools that might be automatic or semi-automatic and still ensure the user still have full control over choosing qualities.
