ActiveX warning in IE for page with a Form on it

Just opened up a template page in firefox then in IE and in IE it shows that warning sign at the top of the browser window with the message about restricting the webpage from running scripts, ActiveX controls.....

From what i see until its allowed by the person clicking up top and allowing the blocked content it stops the captcha and captcha image from showing.

This page is not live yet, just opening it from my computer to take a look, but is there anything else that i can place on my page to stop IE from throwing up that warning to a visitor.

Im hoping most IE users visiting would have the common sense to click and allow so that the captcha shows.

    Is this common on forms?

This occurs when viewing any page in IE that you're running locally which contains Javascript etc.

It should not occur when accessing the page from the webserver.
