Good Affiliate Program for Advertisers (Merchants) ?

I am looking to promote http://www.proxykey.com
I was thinking of first making my own affiliate program but it's probably best to join a reliable network.

I've been looking at http://www.cj.com and http://www.shareasale.com
Unfortunately, you have to put down over $500 just to open an account.

Does anyone know any other trusted affiliate programs that don't charge as much for merchants?

I haven't tried PJN, looking at it now.
I wrote a description of what I want my affiliate program to be (pay after 1 week trial, etc.) and it's a 'little' complicated to code, making the cost the same as joining a network. So I'm still undecided whether or not to do it.
