    If your site is just new then don't expect it to get a higher pr because it needs to be age to get higher.

    Getting a higher pr on teh subpages is something unsual especially if it didn't have any back links.

    What tool are you using to check the back links and pr?

    No chance, urs site is 2 months old and will take time to get a stabled PR. And also may be the inner pages are more important for Google
