I think better less backlinks, but good high quality backlinks. So I think that the site B will won in all your four.

yeah, getting any backlink from any high quality will surely make our site on a good ranking. as of me, ranking has it logic like other thing in this world. what is it? yeah, really as same as we make relationship each other in our life. that is broadly known that have a good relationship with a very important person (VIP) is worthy for anybody. that the case on our real offline life as the analog case.

like so is linking to each other in blogging will surely make any ranking specifically in the world of search engine.

    but, am i right...lol...

of course, the latter! Your site can easily received a high PR if the incoming links to it are coming from high PR sites. Quality is better than quantity, bunch of crap links is useless for your site. The second one would definitely benefit your keywords. Use your keywords as your anchor text while getting links on high pr sites. :D

Yeah this is pretty simple. B is the best. Now if you said 20 links on the B one than it would be harder but still would go for B. PR 3 links and below really do not hold a lot of weight unless you have mass numbers.

What if all Site-A backlinks would increase their rank? Is there a chance?

Because I Hired 2 SEO specialist to test their skills and to know which one will be my permanent SEO specialist.
SEO Specialist-A used the technique of Sita-A and SEO Specialist-B used the technique of Site B.

    Will Site-B still win?

    Thanks!

Site B will win - as primeelite said, if seoguy B only put on 20 links then it would be more difficult to predict, but with the ratio being discussed above I'd put my money on B

Oddly enough I have been experimenting with just this scenario over the last few months.

I created two sites around February 2008 in the same niche. They were both Wordpress blogs with a similar number of posts some re-written content, some totally unique posts. I used all the same SEO techniques on both as far as possible. All posts had what I considered valuable content for the niche. These two blog gave essentialy the same information.

With site one I purchased (don't tell Google) seven links ranging from PR1 to PR4.

With site two, I did the same but with 290 PR0 links, some of which weren't Google listed.

I know these aren't the same ratio but it was my experiment.

    The results?

Site one is PR3. Site two is PR2, both unchanged after the recent update.

Both have a page one listing on Google but for different main key words as well as numerous long-tail searches. This muddies the traffic somewhat since the two terms have a different number of searches but, for what it's worth, site one does about 350 uniques a day and site two around 190.

The experiment was also further muddied by other sites picking up my blogs a giving me a free link. Site one has more of these according to Yahoo backlink checker.

    Just my 2c.

Sir if site A gets top rankings and good traffic then by all means that is the king. And if the opposite is true and then by all means thats the king.

Please stop this PR, PR, PR, PR, PR, PR, PR, PR, PR, PR, PR, PR, PR rambling all the time. Do you know the real PR? no, nobody knows.
