Outbound links, especially to authority site such as wikipedia will make your site trusted, it's great for SEO. People said don't do outbound links, I don't agree with them. My proxy blog is an example, it has an awful design, but rank well for long tail keyword.

I think you are confusing inbound with outbound links. I really don't care much about outbound, though I do avoid linking to sites which competes with me in the niche. Using nofollow can come really handy here.
It help if you keep them relevant by pointing them to useful resources which are valuable to your visitors.
I think it will not be a bad idea if you can link to some related sites. I usually keep the number of outbound links under 25 on each page.
If you place too many outbound links then it can have negative effect. Outbound links to clean, related sites won't have negative effect. But, make sure you don't add tooo many links. I usually try to keep them between 10-20.
Google uses outbound links to judge page quality. A quality outbound link is a good way to show Google that you are willing to link to REAL resources, instead of your own sites.
please please please don't link to wikipedia - or if you must, make it nofollow. It's ridiculous that it dominates serps based on the strength of it's own internal links, it really doesn't need any help :-(
You do not actually lose PR Juice or link juice, what happens is that the link juice (flowing out of your page) becomes more diluted as the link juice has to be shared amongst more pages.
Inbound and outbound links are needed to any good, well structrued web site. The issue is with outbound links is "Do you want to pass PR juice?" And this is the only negative to outbound linking. You should uses an outbound link anytime that it makes sense and if it is on topic, it will help your SEO. To block the PR juice bleed off, just add a "nofollow" attribute to it. This solves everything.
I use outbound links to high-quality, theme-related websites. I use them sparingly, and some of them (not all) I make nofollow. There's pretty much only one reason I use outbound links — if I think the reader of my page will find a more detailed account of the same topic on another site. In other words, I'm doing it as a service to my readers, not as an SEO method. In order not to lose the reader, I make the outbound link "open in a new page".
