    If a customer refuses to pay for a service I did for him/her, can Paypal be an avenue to help me collect what is due to me? Can I open a dispute in Paypal against such a client?

    I'm afraid the short answer is NO.

    PayPal is not a court, and will not interfere unless the buyer has paid money and wants it back.

    if you haven't received the money paypal can do nothing this is why you have to use an escrow service its the only way this has happened to me before.

    PayPal doesn't have an escrow feature.

    You could go for Escrow.com
