Well, of course it's possible, but it's very tricky to do using Javascript rollovers. What is your particular aversion or objection to using flash for this sort of thing? I am not one to advocate the use of Flash because I often feel it is over-used and misused, but for this sort of thing it really is precisely what the job requires.

Hi surekhaweb, Innovati is right, even as a flash designer I am aware and agree about the SEO limitations of flash. However, flash is ideally suited for this sort of job. Hey, and you know what, I develop flash maps, and have a very similar map to your example, much cheaper and xml driven...just click on "More of my work" in my signature, you will find 2 Europe flash maps (1 with Kosovo, 1 without) for $8 each!
Hopefully not lol! Well you could try and google it, but it is unlikely you will find such map, especially xml driven, as it is a bit of work. But as you can see, fla-shop sell their map from $69 and up, so mine for $8 is a bargain ;-)
Depends what you need it for. I saw no map on the original page linked so I assume it was either Flash or Javascript. If you just need a clickable map of Europe, you can do it 100% CSS. Here's the proof. I made the map myself based on the worldmap svg from WikMedia. Turkey and Cyprus are on the Europe map for political reasons. Greenland is with North America for geographic reasons (even though it's part of Denmark now). The clicks don't go anywhere as it's a shell-- a backend script will add the url's in the anchors. The list on the right can be hovered to produce the hover effect on the map in most browsers, exceptions are IE6 for obvious reasons and SaffyChrome because of a bug. They are pretty accessible though linear browsers will be listening to each name twice, which sucks, but then again JAWS users could just "skip to next link" if they want to.
Ah, went back to that site and turned scripts on. THEY FORGOT GEORGIA!! Then again, their Flash map is likely made for Americans.
