I was scammed, please advice

    Hi there,

    Guys i need your advice, I was scammed here on $250 by this guy:

    Name: Abderazzak El Mokaddam (ReZki, Rezkiem)
    Nickname here: erenNt
    Country: Morocco
    Phone number : +212 76 78 68 39
    MSN/Paypal :
    SKYPE : rezke.produccion

    I waited 2 month when he will complete job but never received my websites or my money refund, I had around 10 phone calls to him and he always lied that will refund, today I spoke with him and he said on phone that he scammed and will not not refund anything as he lost clients because of my negative feedback about him.

    Guys please advice what legal thigs I can do againts that scammer?
    I tried paypal discpute but without like as paypal not do refund with digital products like website.
    I'm planing to report about that guy to Morocco crime police and other structures, is there any other ideas?

    Do you call me a scammer because I refused doing changes to 19 websites after you approved them, and said you Like them? I mean, you LOVED! them ?

    Show that 19 sites here to everyone and I will take THEM ALL and i will not need any refund and thread will be closed but problem that you NOT DID anything and you will have problems I promise you, it is a matter of principle.

    unfortunately no, he asked for prepayment as he needed to renew his hosting and I paid $250.

    Did he:

    a) Do the work but you weren't satisfied
    b) Do the work, you asked for changes but he refused
    c) Didn't do any work at all

    If a or b did you both agree that changes could be made? If so was an additional charge specified? Normally once the work is completed you would pay the agreed amount. Any changes you request thereafter where it is not due to a mistake by the designer would be charged for otherwise you could go on requesting changes indefinately.

    Regardless of the i-trader feedback you left him he should still give you the finished work he has done, that now belongs to you. I suspect that would be the case in almost any country in the world if it went to court, though it would not be a police matter to deal with.

    More facts would be helpful here I think.

    If erenNT has done the work he has the right to keep the money IMO, but equally he has no right to hold onto the work which he has done which is now your property regardless of feedback or other disputes.
