I have one on my blog, and I use Aweber.com for my autoresponder and it has a tool that lets you create those popup ads.

People really hate those pop-up ads. Why don't you attempt to improve the webworld instead of littering in it?

I think it depends on how it's used.
I avoid sites with those pop ups, some try to install downloaders etc.

    Plus it's just annoying.

How annoying. When these types of pop-ups become saturated, will the next browser updates block them as well. It's a never ending cycle.

The only thing that I think when there is a pop-up is "Get outta my face!!" and I look for how to get it outta my face. My gut reaction is that anything that pops up needs to be killed..it's the only thing like video gaming I do ;)

If you want people to sign up for your newsletter, make a button that jumps them to another page. Easy.
