Given the threat that terrorists armed with nukes would present to the region and the world in general I wouldnt take it personally. Such a plan presumes the existing power structure has been replaced by terrorists... so it isnt like they are plotting against allies. Cant confirm what plans they do/dont have... but theoretically they'd have contingency plans for pretty much any probable world-class security disaster or at least a game plan that could be adapted to 'em. Matter of being prepared instead of having to start from scratch. Presumably they have a contingency plan for this eventuality in any country with nuclear capability that is in danger of a terrorist takeover, if not every country that has nukes. As the destruction isnt likely to be limited to the country where detonated (fallout doesnt recognize political borders) it is in the interest of all that it not happen. Do we think contingency plans will make friends? I dunno... they arent intended to make friends, they are intended to keep friends (and us) from getting killed.
U.S. has always a strategy :- First create a big trouble like Osama, build and support nuclear weapons , then play the savior of the world
I'm sure there are better reasons to hate someone than for being prepared ahead of time to keep nukes outta the hands of terrorists. Just my opinion.

Pakistan was in trouble and the USA is willing to help and I think that's great. The world should be appreciative toward the USA.
