I feel that you might be referring to a shared hosting - prices vary from $5 to $15 For a dedicated hosting, the price is more expensive, like $80 just for an example, but I don't think you will get one below $60 About what webhost to choose, well I'm using Hostican.com, and I can thus recommend you, I find the uptime great so far.
