What's the right way to get a forum going?

Hi. I've just started a Windows 7 forum (and a friend of mine is about to start a table tennis one) and we want to know what is the right way to start a forum and keep it going. How do you attract people in the first place? How do you keep them coming? This is what I tried and it has not worked.

    1) Fake personalities/accounts (I know it's bad but everybody has to do it)
    2) Hired a few people to post
    3) Hold a giveaway for a $55 dollar PC game - Left4Dead (Managed to get around 10-13 posts)

Ever since that giveaway, there haven't been any posts. What can I do to get people coming? There are about 2-4 Windows 7 forums that actually have people actively participating. But they are moderately small (under 300 members) and nothing to lead me to believe I cannot join the competition.

Thanks for everybody's help and let me know if I can help you in some way too. And if it doesn't hurt to link you to my forum: (http://windows7center.com/forums)

    People mainly depend upon
    a)no of posts
    b)no of threads
    c)no of members

these things to see whether a forum is good or not..

The best way to get content in your forums is to copy the content threads from other forums and post it here..

I do n't think there is coopy right for this..

Could anybody that started one tell me about their experience and what they did to get people? Surprisingly there aren't many online resources that talk about this but a forum is so important. The ones from the blogging moguls state the obvious and probably get their forum traffic from their already popular blog anyway.

I don't think copying is a good idea, because I'm taking what's not mine and claiming it as is. I'd rather go through a more legit way of doing this =)

You need to always be on your forum in the beginning stage, or make sure someone will always be there to post something interesting from time to time.
Getting paid post is okay as long as they are real topics and people can see that there are some activities going on in the forum.
