The buyer used a credit card to fund his PayPal purchase from you. He then filed a chargeback with his credit card company - likely claiming that it was a fraudulent transaction or he never received the product. PayPal froze the funds while they investigated. From your first paragraph it appears they gave you an opportunity to give your side and your evidence. They eventually approved the chargeback, returned the $169 to the buyer's credit card and billed you a $10 chargeback fee.
Couldnt be explained better This happens alot theres very little you can do when it does happen to you. The best way to protect your self is either dont accept cc payments just refund the money asap and dont send the goods then ask the buyer to send money from its paypal funds atleast this way you will know the buyer wont do a chargeback. even if he does try and claim it back there would be a paypal dispute of 28 days which will give you enough time to provide evidence Good luck.

Well yes it is kind of unfair when i deliver products and do not get things. Is that a crime? To get the things and ask for a chargeback
I'm pretty sure its theft, as you are providing them a good/service in exchange for payment, but you never receive the payment. Do you have all that persons details on file? You could take everything you have and call that persons local police department (as that is where the theft occurred) and see if they have violated any laws, if so, they will require you to fax them a copy for evidence of the theft. Is it the second time you have got a chargeback from that person? If so, just ban his IP and email address from your site. Although, I do not know where you are from so I can not answer that further, best thing is contact that persons local police department and report it.

personally, I think a waste of time. You are filing a report with the police that probably would lead no where. The "Police" have real world-crime issues they have to deal with...I just can not see the police wasting time on civil issues, and following internet trails based on he did, she did rumors based over small amounts of $$$ - get realisic... There are known world wide spammers that make millions from spam, why are they free? Do you think the police will be so concerned about a few $$ lost on paypal? the police have better things to concentrate their time on. it is one thing catching a robber on video robbing a store, if he is lucky, he might even land on the 6pm news for 3 seconds...how many people that use paypal to steal do you see on TV, or in jail? some of your real crime is comitted by paypal...you know every time you use pay services there is a risk, but people continue to use them anyway...you have to determine overall if the risk is worth the reward.
Well in this case its the Thai police and cyber crime it is 5 years in the bunker in Thailand and he would be arrested when he come to see his Thai girlfriend. So no i do not think this one is a waste of time

I think its the same case with most of the payment gateways..paypal is just under scanner as its one of the most popular ones out there..also, the risk of chargebacks is always there in an online transaction and a lot of times there is no proof which can be used to prove anything..
