I'm looking to put up some submit sites since they are small and I'm confused about what exactly I would put up. With these type of websites can I build my own site for the offer? If I can, how would I submit form information? How are these type of websites usually advertised?
These types of sites are typically called GPT sites for Get Paid To Yes, you can put up your own site and list the offers but you need to be a member of an affiliate that can provide you with the ads. It is through the affiliate that the information is submitted to the advertiser. You can also use Shiftcode to provide you with the basis of a site. And it might even be able to, inexpensively, buy a GPT site that is for sale. As for advertising it, the best way is to join GPT forums and announce the site....Having a bonus for signups usually is good to get things going. And then run things like referral and earnings contests.
I'm not trying to create one my self..but there are some available on neverblue I just don't understand too well how my landing page is suppose to be set up. When someone gets to my page its going to obviously be designed differently, but do people usually put fields on there page? Like if it's a zip submit, would I place a field on my page for the zip and then let them fill it out again on the advertisers page or just go from my page with info to the advertisers page where they can fill everything out?

If you are using a site like NeverblueAds, you don't even need a landing page. To the best of my knowledge, all of the ads have pre-made banners you can use. Just load the banners onto your site.
