Service provider not responding promptly, what should I do?

Okay. So I've posted a job on Elance last November 3, 2008 and there's this provider who had a good set of skills. I accepted his bid and worked with him. My project was due last Nov. 18, and it's already the 30th here. I've been e-mailing him about the issues that my site (the project) has, together with the changes that he has to make. Unfortunately, it's so hard to get in touch with him. I receive a reply from him after like 3 or 4 days, which is very inconvenient for me, especially if he did make some changes but did NOT do everything correctly/everything that needs to be done. All you buyers know how this feels, right? FRUSTRATING!

I already funded Elance's escrow half of the amount that the provider bid. I'm not sure if I'm gonna fund the other half since this project has been looong overdue and I really needed to get this done on the 18th!

So, what do you think I should do? Should I just cancel the project and pay him $0.00 for not complying with project completion requirements? Should I give him half of the project cost for doing something, then just hire another person to polish and finish everything? If I do the latter, my concern would be, would the new person/provider be able to catch up with what he's done? Will he be able to trace and correct every error that the current provider had? It's kinda hard to let another person complete another one's, especially if it was already started. I'd rather have someone start all over again, but then that would cost me more, right?

Any advice would be appreciated. ;)

I wouldn't be giving him anymore money if your project is so long overdue!

If he does not complete the project, he deserves nothing. He's already left you a long way overdue, so take your money back.

Set your existing programmer from eLance a deadline telling him if the work is not done on time and to your specification you will not be paying him. What the deadline period will be is entirely up to you.

Stop paying him if he doesn't respond and do the work to your satisfaction. It is time to look for an alternative.

If there's any chance to stop the agreement and request a refund (and you feel like you're on a solid ground for doing that), then go ahead. Otherwise don't rush taking any decisions if you feel like a loss is possible on your end. Speak to eLance about your current options.

You mentioned emailing the provider, what about calling them?

    Sorry to hear that.
I do suggest you to take all the money without giving the service provider a cent.
Yes i do agreed with you that its hard to complete another coder work.
Put another ads and hire a new coder to code a new script for you.
And don't forget to leave negative review to the coder that unfinished your script

Thanks for your suggestions. I'm gonna contact Elance now and see what's gonna happen next.

Don't pay him anything and cancel the project. Some inefficiency and lack of communication is tolerable, but this is just too much.

I know... I'm about to cancel the project, but decided to give him one more day (since it's Sunday in his place) to clarify everything and finish up. If he fails to do that, I'm so gonna cancel the project and request a refund.

Well, whatever happens, I don't think I'm going to pay him the full amount!
